(Introduction of Labour Resources Department)

The Employment Services came into existence in the year 1945 with the view of rehabilitation of ex - servicemen and war workers released from the World War - 2. It has played important role in the rehabilitation of displace persons in the wake of independence and subsequent division of our country. Later on in the year 1948 the service was opened for all categories of applicants. In the year 1954, Shiva Rao Commission submitted its report about the functioning of the Employment Exchanges. As per the recommendations of the commission important functions were incorporated in the employment services and the administrative control was shifted from Union Government to the respective State Governments with effect from 1st. November, 1956. As an important landmark, the Employment Exchanges (Compulsory Notification of Vacancies) act, 1959 and the Rules, 1960 was enacted for strengthening the placement activities and starting of employment market information program of the Employment Exchanges. Presently, the employment services are involved in the basic activities of collection, processing and dissemination of all information related to job opportunities to all job seekers, in order to provide job assistance to them. The Directorate of Employment & Training, in The Department of Labor Resources, Bihar, and Patna is the apex organization for formulation of programs for expansion & development of Employment service at State level in accordance with national policies.
